In the article the modern system of research-and-production cooperation with the state’s support, which is appeared one of the key instruments of the present-day Russian innovation policy, is analyzed. The intermediate results of the Russian Government Resolution №218, from 9 April, 2010, realization in 2010-2013 are presented. The novelty of the research is in exploration of the quantitative and the qualitative structures of the participants in the regional aspect and for priority directions of development of science, technologies and techniques in Russia are researched. In the course of research the general activity and the achieved potency indexes of the businesses and accompany universities are explored. The regional hierarchy of the participation of businesses and universities in this innovation development instrument is determined. The features of mechanisms of universities and businesses cooperation are researched depending on their location: projects in one region and interregional projects. The qualitative analysis of the effectiveness potential of the involved universities is conducted. The research-and-production cooperation instrument, which was offered by the Russian Government Resolution № 218, is evaluated in general, and the future scenario of its application is intended. The article is prepared in the context of the project for research of the state of being relevant of Russian universities’ potential by request of the Russian Ministry of Education and Science.
