The article analyses the main challenges of innovation statistics collection in Russia based on statistical forms for small (form «2 mp-innovation») and medium-sized as well large entities (form «4-innovation»). The main emphasis is done by the authors on the study of methods to improve the reliability of innovation statistics through training of staff responsible for completing the statistical reporting forms. In addition to theoretical analysis, also conducted a pilot training seminars for representatives of industrial enterprises of the Chuvash Republic to complete the forms of statistical reporting. The results of this study allow us to make positive and negative findings on the statistical information on innovation activities in Russia. The negative conclusion is that the statistics of innovations in Russia has low accuracy and policymakers can not rely on it in their decisions in this area. A positive result indicates that the differences in the level of innovation activity between the EU and Russia (the EU average share of innovation active enterprises is 50%, in Russia - about 10%) are not a consequence of low innovativeness of companies in Russia, but come from unreliable system collecting primary data on innovation activities.
