Global chains of value added: challenges and perspectives for Russian science and innovation

The article is devoted to a phenomenon of globalization in science and innovation, in particular to such manifestation of this phenomenon as hi-tech global chains of value added. It is demonstrated in the article that participation in global technological chains of value added, being the instrument of corporate growth in knowledge-intensive production, forms also an incentive to increase educational and scientific competences at national level. The article concludes that the role of the State in supporting participation of Russian producers under conditions of globalization in global technological chains of value added should include, first of all, efforts to eliminate market failures in developing engineering and natural science competences as well as to monitor participation of russian organizations in global technological chains and to assess the connected risk of «offshoring»
