On the assessment of scientific and technological background in some Russian industries in the context of import substitution policy

The paper describes a methodological approach to assess scientific and technological capacities to provide Russian civil industries in the context of import substitution policy. Some results of the approach are discussed. Scientific and technological areas that seem to be of key importance for import substitution projects were determined and ranked. Research areas of inter-sectoral importance in the context of innovation-based import substitution projects were marked out
