The basics of the mechanism of formation and development of innovative environment in regional conditions
Presented methodical approach to an estimation of a substantiation of prospects of small innovative enterprises provided their support of the program «START» of the State Fund of assistance to development of small forms of enterprises in scientific and technical sphere (the Fund), as well as in the framework of the experience of the «UMNIK» and participation in the contest. The results determine the relevance of the formation of the corresponding variants of techniques to improve the efficiency of the state-public support for small innovative enterprises on the basis of programs of Fund in the regional context. Bases of a complex mechanism of the innovation environment in the regional conditions for increase of efficiency of the state support of small innovative enterprises on the basis of programs of the Fund.
