In the spotlight are the processes of formation and development of innovative environment of the region. Economic interests of the major institutional players inconsistent. It is shown that the innovative potential of the region in various segments of its economy (as in private business and public) is formed unevenly, fragmentary and often mixed. Found that the ideology of total non-economic compulsion to innovate is rejection and latent opposition from key institutional participants. Identification attempted from the standpoint of determining institutional requests of regions. The basis of the study and subsequent conclusions are the results of surveys conducted by the author, as well as data from regional empirical observations.
