Performance Assessment of Industry Sector development (Case of Electrical and Optical Equipment Manufacturing)

The paper assesses the development of subsection DL Russian manufacturing industry. We develop a methodological approach and the method of performance assessment of industry sector development as a special case of complex evaluation of innovative development efficiency. The method was tested on the example of subsection DL. The assessment revealed both positive effects and negative results of subsection DL development. Found that during 2006-2011 subsection DL developed primarily by inertial scenario, which is not consistent with the goals of the Russian economy. Barriers precluding from the subsection DL innovative development were identified. At the regional level showed signs of catching up and keeping forward development, which must be used to proceed to the relevant strategies. The necessity of state incentive policy for the subsection DL development was shown.
