Questions of Methodological Instruments Making for an Evaluation of Achievement of Planned Indicators in Target Programs
It is suggested to use integrated indicator for evaluation of state programs performance efficiency. This indicator is the average-weighted value of estimates of achievement of programs target indicators. Estimates of achievement of target indicators are calculated with the help of estimated functions. Results of expert poll and calculations of importance (weight) of all indicators of the Federal Target Program «Research and development on priority directions of scientific and technological complex of Russia for 2007-2013» are given. The offered methodology is applicable for any state program using the program and target methodology of planning.
