Technological domain of import-substitution policy in Russia

The article is dedicated to the creation of importsubstitution policy in Russia. The author explains that importsubstitution represents the market type of economic policy, emphasizing some specifications of technological policy bounded with the import-substitution. The requirement of the federal and regional division of aims, tasks and mechanisms appropriate to import substitution policy is advocated in the article. Hypothesis about the industrial technology import necessity on the first stage of import substitution is represented in the article.
