This article concludes the series of works devoted to the concept of innovative development of the Nizhny Novgorod region. To solve the problem of monitoring implementation of the Concept of innovative development of the Nizhny Novgorod region until 2020 was developed information-analytical system. The authors developed an algorithm for of cartographic analysis of data, which consists of the following stages: formulation of the problem, information search, converting raw data into real indicators, visualization of information, ranking territories on the «risk zones». It is shown that the most important aspect of the reachability analysis of planned target values of the Concept of innovative development of the Nizhny Novgorod region is forecasting, therefore the was proposed a set of methods for prediction
