Evaluating the effectiveness of research and innovation activities in foreign countries and in Russia

The efficiency of R&D and innovation activities in foreign countries and in Russia was evaluated using DEA method for 2001 and in 2011. It is shown that the efficiency of research and innovation activities in Russia is lower than in other developed countries. The effectiveness of R&D and innovative activities in Russia in 2011 was lower than the corresponding values in 2001. This is due to higher growth rates of resource indicators (primarily GERD and budget expenditures for the program of economic development) in comparison with the resulting indicators. To change this situation it is necessary to ensure higher labor productivity in the field of R&D and innovation
