The financial policy of the state regarding science with international comparison taken into consideration

The article under consideration deals with quantitative and qualitative approaches to the formation of the financial policy of the Russian state, which is related to science, taking into account the comparative analysis of indicators characterizing the level of funds allocated for research and development (R&D) in Russia and foreign countries. The subject for investigation is the reasons for the disproportions in the existing domestic system of financing R&D. Recommendations are given on the formation of a balanced policy aimed at stimulating scientific, technical and innovative activities
