The article considers the state of the state scientific and technical policy. It is noted that science is the main productive force. Russia's science and
technology policy is focused on resource-based economic development. Data on resource provision is provided. The article analyzes the management system
of the Russian scientific and technical complex. It is shown that the existing scientific and technical policy does not create the necessary conditions for
achieving the national development goals of Russia. Priority measures for reorienting science to innovative development of the country are proposed
