Research management system analysis

The article presents a comparative analysis of the organization of the scientific sphere in Soviet times and in modern Russia. The reasons for the lack of effectiveness of civil research are formulated. Special attention is paid to the importance of solving the problems of defining and implementing priority areas of scientific research in conditions of limited resources and in accordance with the challenges of time
