Human resources for the digital economy: european experience and russian innovations

The article examines the European experience in staffing the labor market and a new approach to building personal profiles of competencies and personal trajectories of human development, as the basis for the professional adaptation of an individual (individual) to professional activity in the transition to a digital economy. The novelty of the article lies in the proposed approach to building a system of interaction between key stakeholders — a person, an employer and educational organizations on the basis of precisely defined elements of competencies, identified through a platform solution. A model for constructing personal development trajectories is proposed, which is the basis for the phased formation of professional and personal competencies. This system is not tied to the dogmatism of professions and positions and can operate with the concept of individual competencies, which makes it possible to more freely identify future positions and sets of competencies. Based on the European experience, the authors offer their own developments in the construction of a labor market that is adaptable to the demands of the digital economy
