Sources of national innovation systems development

This article is attempt to identify the drivers for innovative development and determine the main indicators of the national innovation system functioning effectiveness. For the preparation of this article were used methods of logicalstructural approach, factor analysis and neural network programming. As an empirical basis for the study were used GII monitoring data. Results of research show than the primary role in innovative development is defined to research workers engaged in R&D. In additional, the authors of the article defined 3 more potential drivers for innovation development: state’s spending on R&D, financing and performance of research by private sector of economy. The results of the research can be applied for formation of the strategy of innovative development at different levels
