The systems of indicators used by the world community for an assessment of development of innovative activity at macro level are considered in the present article. Parses an existing difficulties of creating similar systems to measure and assess the level of innovation at universities. Provides an outline of main provisions which should be paid attention for in constructing a system of indicators to measure innovation university. Proposes an approach to forming a system of innovation activity of HEI, provides the most complete picture of the development of innovative activities of the university and the impact on the main activities of the university and the national economy as a whole.
