Cluster Initiative as a Special Economic Project: European and Russian Practices
Paper examines the nature of cluster initiatives, as well as their key goals and objectives. We find that cluster initiatives rely on collaboration of three main institutional spheres (government, academia and business), which is known as triple helix model. Two complementary approaches to triple helix model are analyzed. In this context the potential of Russian cluster initiatives is estimated.
