In this article the focus is concentrated on the problems of formation and realization of the State Science, technology and innovation policy, legislative ensuring scientific, scientific engineering and innovation activity, the results of which form the «intellectual capital» of the country, the use of which improves the efficiency of social production and achieve a high level of socio-economic development.
