Recommendations to AIRR regions based on analysis of ratings of innovative regions
This article discusses a practical toolkit that provides a rating of innovative regions for improving regional innovation policy. The authors demonstratethat the rating helps to identify «bottlenecks» in regional scientific and technological development and to provide recommendations for their elimination. The article compares the ratings elaborated by AIRR and HSE experts.
