Representatives of the scientific diaspora as heads of Russian research projects: assessing the effects

This article analyses outcomes of the scientific projects, which involved research groups in Russia led by members of the Russian-speaking diaspora, supported through the federal goal-oriented program «Scientific and scientific-pedagogical workforce of innovative Russia for 2009-2013». The evaluation relies on the survey of the project participants and on the data from the annual monitoring of these projects. Projects conducted under leadership of the diaspora members yielded not only significantly larger numbers of publications but also higher citations. Furthermore, cooperation with the Russian diaspora promoted a more extensive joint guidance of graduate students and stimulated continuing collaborations among the institutions involved.
