Continuing vocational education and training: state, regulation, development directions

The developed economic situation in Russia actualizes the problem of the development of continuous vocational education and training (VET) according to labor market needs. The article provides the assessment of VET’ current state by the results of statistical data analysis on extent of workers’ coverage by different types of VET and in terms of amount of funds allocated by the state and employers for the purposes of VET. The authors also consider the questions of an improvement of legislation support for VET, including those that on the basis of use of professional standards, licensure and certification of qualifications of workers. The considerable attention is paid to the need of realization of the strategic directions of VET development, proceeding from requirements of the economy and labor market and taking into account the accumulated international experience. It is a question of such directions as the analysis of current demand and forecasting of future demand for professions and qualifications, social partnership in the field of VET, availability and quality of VET, VET funding, efficiency assessment of VET.
