Investigation of the reasons for the slow implementation of modern concepts of production organization in the military-industrial complex

Purpose. The article presents the results of the study of the reasons for the slow implementation of the provisions of modern concepts of production organization in the enterprises of the defense-industrial complex, which is considered as the main solution for its diversification. Methods. The study uses methods of comparative analysis of provisions of modern concepts of organization of production and practice of defense enterprises. Results. Diversification of production and products is the only way to preserve the potential of defense enterprises in the context of the ongoing reduction of the volume of the state defense order. Meanwhile, the nature of the resolution of issues of organization of production of military and civilian products has significant differences, due to the orientation towards a single customer in the production of weapons, and the conditions of competition in the production of products for the free market. The main ones are the need to change the content and structure of the production system of the enterprise in the transition to market conditions. Despite some experience in the application of modern methods of production organization reflecting these innovations in defense enterprises, the process of their dissemination is slow and is mainly limited to learning the least difficult provisions of the concept of «lean production». Obviously, there are some reasons that constrain this process. Conclusions and Relevance. The study showed that the introduction of the provisions of mod-ern concepts of production organization is hampered by the reasons related to imperfections of production and business processes caused by conservatism of production systems of defense enterprises, as well as lack of sufficient experience of interaction with the consumer in the market of civilian products
