Innovative approaches to the formation of an economic management system for the implementation of Arctic development programs in the digital age

One of the elements of economic management is recommender systems — a tool based on objective assessments, comparisons, analytical models, etc. Modern digital technologies make it possible to evaluate the effectiveness of machine learning methods and algorithms for the preprocessing and lassification of poorly structured data in recommender systems, for example, economic management in The Arctic. Costs and results are the basis of any economic analysis, but for the Arctic there are a large number of parameters that are difficult to measure economically (environmental, social, and many others).
