Experience of development, implementation and qualitative assessment of innovative development program for a high-tech enterprise

The article describes the experience, main features and essential problems of development, implementation and procedures for assessing the quality of the innovative development program of a high-tech enterprise, using the example of the JSC Concern Avrora Scientific and Production Association. The time period from 2010 to 2018 was considered, during which two programs were developed for partially government-owned companies in accordance withthe guidance documents: the first program was designed for the period 2011-2015 and the second one — for the period 2016-2020. The article examines the features of evaluating the quality of these programs design and implementation. It analyses the correspondence of the main indicators of the innovative company development performance both as proposed by the methodological guidelines and as selected for the quality assessing, the article is also focused on the methods of evaluating the development and implementation of innovative company development programs, as well as the quality of comparing the technological development level to the development level and the indicators of similar leading companies
