Digital economy and the generation of new business in the IT sector

The article explores new enterprises and their contribution to the development of the information technology sector in Russia and its regions. The aim of the work is to identify patterns of generation and development of new enterprises in a crisis economy. The analysis is carried out both at the level of Russia and at the level of groups of regions. The object of the research is the enterprises TEA 63 «Activities in the field of information technology». The methods of economic and economic-mathematical analysis are applied to the formed samples of new enterprises. The source of data on enterprises is the information system SPARK. Results. It is shown that the generation and development of new enterprises is an important source of growth for the information technology sector in Russia. At the same time, the negative impact of the crisis on the performance of new enterprises was overcome in 2017, both at the level of Russia and at the level of all the 3 groups of regions under study. Territorially, it has been established that the majority of new enterprises in the information technology sector are generated in the regions — agglomeration centers and their financial results are better than those in other regions of Russia. This fact makes it possible to single out the demand of the population and business as a driver for generating new enterprises and their density in the territory and the inadequacy of remote virtual interaction mechanisms. It has been established that the significance of the created enterprises is higher in the peripheral regions of Russia, where they account for up to 30-40% of the revenue of all enterprises of the IT sector. The obtained results should be taken into account when further stimulating the development of the digital economy both at the level of Russia and at the level of regions. It is important to create conditions and mechanisms for the effective generation of new enterprises and their subsequent growth, as well as for the intensive interaction of new enterprises of the IT sector with enterprises and organizations of other industries
