The main objective of this study is to employ different methods, approaches and data sources to study the performance of companies established under Federal law № 217-FL. The paper tests a hypothesis about the role of these enterprises in the regional innovation system of the Tomsk region. The authors analyze a sample of small and micro enterprises affiliated with universities and research institutes of the Tomsk region. Also, the paper presents the results of the survey of companies established under №. 217-FL at the Tomsk state university of control systems and radioelectronics
