Russian cluster policy in terms of regional innovation system progression

The cluster policy does not yet give measurable results in Russia and it’s regions.There are no tendencyfor restructuringcommodity economy to high-tech focused. Therefore, in this situation for economy transformation, deployment of regional innovation processes, it is crucial to highlight specific features and evolution of progression in cluster policy.The authors analyze current situation, identify restrictionsand indicate strengths and weaknesses of cluster policy
