The article contains a comprehensive analysis of the specific physiographic and weather-climatic conditions inherent in the Russian Federation Arctic area, which have a decisive influence on the state of the ground-based innovative military and dual-use infrastructure, combat training of troops and fleet forces, features of flight and overflights operations of aircraft for various purposes and for the operation of Arctic airfields in the Russian Federation Arctic area. The estimated data on the degree of the impact of variations in climatic conditions on changes in the tactical and technical characteristics of individual weapons, military and special equipment used in the Arctic is given. The article contains practical recommendations for managers who take managerial and technical decisions aimed at minimizing the destructive impact of weather and climatic conditions on the stability and efficiency of complex military-technical systems and on the created facilities of innovation infrastructure in the Arctic and the Far North
