The innovation efficiency in Russian Federation regions: territorial clusters approach

The main objective of this study is to evaluate the innovative efficiency of Russian Federation regions. The authors developed 3 indexes to evaluate the innovation efficiency of Russian regions using the following indicators: R&D expenditures, innovation employment, the number of patents requested and granted, and the volume of innovative goods, works, and services. The article develops cluster analysis for Russian regions on the dependence of the innovation development index, the volume of innovative goods and expenditures on R&D. 4 clusters levels of innovative development are displayed. Based on the results, the authors give recommendations on the investment attractiveness of some regions and on innovation policy in general
