Innovation security of region: scientific construct or political necessity?

Against the backdrop of strained geopolitical conditions, the necessity of implementing an innovative model of long-term economic development of the regions of Russia declared by academic community and the authorities determines the increasing demand in ensuring the security of their innovation systems. However, an adequate theoretical and methodological framework for solving this problem has yet not been formed. The very notion of security of a region in the context of the innovation paradigm and its placement in the national security system remains debatable. The article raises an important issue of distinguishing innovation security as an independent type of national security, rather than a component of economic security. The most important aspects of innovation security are considered, namely a state of protection of the economy and innovation processes, a set of innovative development factors and the ability of the state to provide it. Paper concludes that it is necessary to institutionalize the concept of innovation security and introduce it into the national security system of Russia as its structural element. A special role is given to the regional level of innovation security as the most proximate to the real innovation processes. The tools for ensuring the innovation security of Russian regions are proposed
