This paper considers the example of the historical development of the port of St. Petersburg, its gradual transition from one phase of development to another, is influenced by external factors, associated with the development of society and competition with other ports. It was investigated the influence of various forces, under the action of which is the development of the port. It is shown that the development of the port of St. Petersburg is a classic example of the development in accordance with development models, which are mutually complementary. The used models are descriptive, showing some qualitative and generalized connection. Formulated the necessity of creating quantitative models to estimate the timing and scale of required resources
