The paper presents an overview and classification characteristics of official documents in one way or another connected with Russian scientific and technological policy. It covers previously adopted, as well as existing and currently planned documents. Through comparative analysis of scientific and technological innovative policy priorities fixed in various documents the causal connection between the state of scientific and technological forecasting and programming in Russia and the development of manufacturing industries included in the high-tech industry of the country is shown. In conclusion a number of recommendations is given to management and authorities for improvement in the scientific and technological priorities of innovation policy.
