The effective implementation of federal policy is impossible without resolution of problems at the municipal and regional levels. For several years, the city of Tomsk has been one of the pilot platforms for the implementation of local, regional and federal programmes for the development of high-tech enterprises. Policy of Administration of Tomsk City and Administration of Tomsk region in the sphere of innovation development has been implemented for over a decade, its aim is to raise the prestige of the high-tech business, to forming the image of our city as a centre for education, science and innovations. Tomsk is the only city in Russia where the Charter of city defines scientific and educational complex as a city-forming. Nowadays Tomsk is considered to be one of the most important federal innovation centres in many respects due to the Foundation for Assistance to Small Innovative Enterprises at Science and Technology (further - the Foundation). In 2004, when Tomsk celebrated its 400th anniversary, the City of Tomsk has initiated to organize within the START programme a separate subprogramme "Start-Tomsk-400”. It was one of the first regional partnership initiatives which laid the foundations for the long-term fruitful cooperation. Today about 30 programmes of the Foundation are implemented in Tomsk, the total number of enterprises supported by the Foundation exceeds 250. The total amount of the Foundation’s financing to Tomsk enterprises exceeds 600 million rubles. Innovation development programmes of Tomsk city and Tomsk region are logically linked with the programmes of the Foundation, they together coincide with the strategic priorities of Tomsk city and Tomsk region. The directions of our future cooperation have been already determined. In May 2013 during the XV Innovation Forum INNOVUS-2013 a tripartite agreement for cooperation was signed between the Foundation, Administration of Tomsk City and Administration of Tomsk region. The agreement is a logical continuation of effective cooperation between the parties, it establishes a new framework for future cooperation. This article presents the history of relationship of Tomsk with the Foundation, and presents the history of the development of enterprises, for which the support of the Foundation had a key value for their further development.
