Evaluating the Performance of Innovative Regions in Russia

The paper develops a methodological approach and the method to evaluate the effectiveness of regional innovative development as a sample case to measure innovative development efficiency as a part of comprehensive overall evaluation. The paper presents the methodology approbation on a number of Russia’s regions. The assessment process revealed both the regulation problems and the possible growth points that must be considered while working on regional development strategies. The accuracy of the estimation depends on statistical information availability. The best option is a combination of federal statistics providing interregional comparisons and the data from regional statistics that characterize the specifics of innovation processes of a region. The proposed approach is appropriate to implement at least at the regional level when regions position themselves as leaders of Russia’s innovative development.
