This article examines, including from a critical aspect, the key problems of goal-setting and resource provision in the implementation of the state
program «Scientific and Technological Development of the Russian Federation», the solution of which determines the successful implementation of tasks for
the scientific and technological development of the Russian Federation. It is shown that the achievement of some target indicators laid down in this state
program seems doubtful, and some are insufficient to ensure technological sovereignty and increase the competitiveness of the Russian economy. In this
regard, the importance of adjusting the structural content of the program taking into account the priority areas of scientific and technological development
is noted.
