Models for diversifying the activities of defense enterprises

The models of diversification of activity of enterprises of the military-industrial complex that have developed in real practice are considered. The basic difference between the models is the method of obtaining technologies for creating civilian products. Identified three models: «Their technology» (used technology as in defense production); «Work the market» (move to open innovation, the use of internal and external technologies); «Developing technologies» (formation of research networks, active bilateral technology transfer). The models are based on the experience of Russian defense enterprises, nuclear industry organizations, and US National Laboratories. The emphasis is made on the need for a «broad» understanding of diversification as product portfolio management, and not just the transition to civilian production. Diversification is considered in interaction with the processes of import security and import substitution; use of technologies and dual-use goods; development of civil high-tech enterprises and industries; technology transfer. It is revealed that the leaders of diversification are large companies of the holding type, first of all, state corporations that have the necessary resources, state support, and perform part of the state functions for the development of markets and territories of presence. Further research in the field of modeling diversification processes is necessary, they will allow you to choose the best options for implementation, preparation of the regulatory framework, and creation of an effective innovation infrastructure
