The article discusses the problems associated with the formation of the digital economy in Russia in a liberal economic model, which is based not on the industrial production of microelectronics and radioelectronics, but on services for the sale and use of these products. It is shown that Russia’s import dependence in this area is the result of the implementation of this model in our country, and that within this model the problem of import dependence can not be solved. It is also shown that the root cause of import dependence is the availability for more than a quarter of a century in the domestic market of Russia only foreign element base and radio electronics
