How the Law on science, scientific-technical and innovation activities should be? (About the draft of the Ministry of education and science)
The draft Law on science, scientific, technical and innovation activities of the Ministry of education and science is being analyzed for public discussion. It is shown that the proposed project does not contribute to the solution of the main problems of science, scientific and technical and innovative activities. The draft law poses a number of tasks for the Russian academy of sciences (RAS), for which it does not have either human or financial resources. The draft law keeps the RAS from depriving the real leadership of the scientific activities of state scientific institutions previously subordinated to it
