Borrowing non-financial institutions: the case of innovation infrastructure in the Tomsk region

The article analyzes the activities of the organizations which implement the functions of non-financial institutions of the Tomsk region in pre-crisis and post-crisis periods (crisis of 2008-2009). Functional transformation of the innovation infrastructure organizations as well as the changing organizational landscape of the innovation infrastructure were considered against the background of the development of innovative large, medium and small enterprises. Changes in the innovation infrastructure in the region actually mirror the crisis in the innovation economy. Innovation infrastructure organizations which have been formed in 2000s failed to establish effective cooperation with the research and business environment and significantly impact the economic development of the region
