«Brilliance and poverty» of federal law 217
The article is devoted to the actual problem - the study of the practice of creating research institutions of small innovative companies using the mechanism provided FZ-217. The paper analyzes the possibility of applying FZ-217 due to restrictions imposed by other laws, as well as the changes that were made to the legislation to improve the reporting mechanism. The results of an earlier survey of higher education institutions from different regions of the country to match the identified during the analysis of the problems with the practice of the law on the creation of small innovative enterprises at universities and academic institutions.
