This article closes the cycle of publications devoted to the actual problem of improving the management of human resources for the benefit of society' innovative development. The aspects of technical university strategic management in conditions of modernization in the sphere of higher professional education are considered in this article. The strategic map of higher education institution according to Norton-Kaplan’s model is considered. The component of training and growth on the example of the R.E.Alekseev Nizhny Novgorod State Technical University is in more detail considered. Various mechanisms of management by the human resources, applied in NSTU are considered.
