On the estimation of state support for agriculture

The article analyzes the methodology of estimation of the state support of agriculture of the Organization for Economic Cooperation and Development (OECD) applied to Russia for the period from the beginning of 1990-ies until the present time. This estimation is important for the correct choice of the perspective directions of innovative investments. The analysis was conducted on five main agricultural products (wheat, milk, beef and veal, pork, poultry) in comparison with the European Union and the USA. The resulting conclusion is that the OECD estimation methodology of state agricultural support is still not quite perfect, its results are not always reliable. To improve the reliability and quality of the estimation is expedient regular participation of representatives of our country at all stages of calculations. For this purpose it is useful to create special group under the Ministry of agriculture of the Russian Federation. It would also be useful to continue the improvement of the considered method of OECD, as well as to seek to develop new methodological approaches to the estimation of the state support of agricultural producers, including at the regional level.
