In the work are briefly examined the prerequisites and conditions of formation of innovative development programs in the state owned electricity industry. The article is devoted to the goals and objectives of these programs. It is determined that the company used most often mixed or simulation of innovative strategies, aimed primarily at improving the main production activities of the companies. In the short analyzed named programs, whether there is a «weak links», in addition, identified the main mechanisms for the implementation and monitoring of innovative programs.
