Automated Search of Sustainable Scientific (Research) Groups among Organizations-and-Participating in the State Programs

An algorithm is proposed, which allows to allocate from the participating institutions of the state programs steady scientific groups capable to carry out orders for research and development needed by the state. The algorithm is based on sorting in a certain sequence of rows and columns of matrices pair participation of specific performers of research and development work. Testing of the algorithm in test mode has shown its practical applicability of the allocation of the scientific (research) groups in several major scientific and educational institutions. It is shown that the selection of sustainable scientific groups from the composition of the organizations participating in the state programs is also possible using the methods of hierarchical clustering.
