About role of universities on innovative development of Russian regions

The article examines from a historical point of view the role of higher education organizations in the life of society and in the innovative development of Russia. The current situation of the Russian higher school, the strengthening of its focus on innovation, the possibilities of contribution to the socioeconomic development of the regions are shown. Leading national research universities in Russia demonstrate the most successful models of innovation management, including positioning based on scientific image, perform the role of the central node of the innovation ecosystem in their regions, attract more extra-budgetary funding. An analysis of the financial and economic activities of Russian higher education organizations has shown a direct impact of research activities on the investment attractiveness of the university, the growth of income and image. The revenues of the leading federal, large classical and national research universities from research and development are about 17% higher than in the main regional universities, which, at the same time, have more scientific and pedagogical workers with an academic degree. It is concluded that insufficient efforts are being made by the subjects of the federation to develop the innovative potential of universities in their territory, they are underestimated as a source of attracting investment to the region. Proposals are given in the direction of organizational and financial support by regional authorities of scientific and innovative activities of local higher education organizations for the formation of a favorable investment image.
