Assessment of the impact of the regional institute of business incubation of innovative projects on the creation of new products in a catch-up economy

The work revealed the positive impact of the regional institute of business incubation of innovative projects on the creation of new innovative products. At the same time, to a greater extent, the level of novelty of the products concerns the product novelty for the innovative companies themselves, and not the home region, country or international markets. All this sharply limits the added value of a regional business incubation institute for the development of a regional and national innovation system. The paper shows the features of the creation and development of objects of intellectual activity in a catch-up economy, to which the Russian economy is directly related. It is shown that one of the main problems and at the same time the reasons for this state of affairs is a strong dividing line between science and domestic business in a catch-up economy. Therefore, a shift in the paradigm of the national economy of the catching-up type to the paradigm of a stable economy seems to be strategically justified and toppriority
