The article describes the program «Start» which finance startups at the seed stage. The author reports the history of the program and its basic pribciples. Under this program, the Fund finances part of the activities related to the implementation of R & d necessary for business development, provided co-financing by private investors. The «Start» program is an effective tool of state support aimed at the creation of new and further development of existing small innovative enterprises that are at the initial stage of development and have the potential for commercialization
