Optimal proportions of innovation systems of Russia and its regions

The paper presents developed and tested methodological principles and methods of optimality estimation for evaluation of countries’ and regions’ innovation systems. The technique focuses on the study of product innovations and allows comparison of Russia and its regions with developed foreign countries. As a result, testing methods demonstrate disparities in innovation systems of Russia and its regions, resulting in a significant lag in the share of newly introduced products. The paper addresses directions for optimization of innovation systems proportions for Russia and its regions. In order to increase the proportion of newly introduced products, it is necessary to increase innovative activity of medium-sized companies and to raise significantly domestic expenditure on research and development related to product innovations.
