The Process of Constant Generation of Innovations in the Economic System. Formation of the Federal-Regional Innovation System in Russia
The paper presents the model of the process of constant innovation generation on the basis of constantly cooperation between industrial, innovation and scientific cycles. This research demonstrates the main dysfunctions of the traditional model “the system of generation, distribution and using knowledge” when the model is borrowed and applied in Russian economy. The paper suggests an alternative way to building the national federal-regional innovation system in Russia. It includes: - Development of institutions of the innovation cycle which correspond in accordance with conditions of modern Russian economy; - The formation of the regional innovation systems of different types where every competitive innovation sectors give growth and development for economy and economic structural reconstruction; - Development of federal-regional innovation system in Russia which would provide the necessary level of national security and national competitiveness.- развитие институтов инновационного цикла, адекватных условиям современной экономики России; - формирование региональных инновационных систем различных типов, в каждой из которых конкурентоспособный инновационный сектор достаточен для того, чтобы обеспечить рост и развитие экономики, ее структурную перестройку; - развитие на их основе федерально-региональной инновационной системы России способной обеспечить необходимый уровень национальной безопасности и конкурентоспособности национальной экономики.
